On July 22, 2005, Commissioner Gary B. Bettman appointed William (Bill) L. Daly (born May 1, 1964) as the NHL’s first-ever Deputy Commissioner, an appointment that was unanimously approved by the NHL’s Board of Governors. Daly was appointed after working as the NHL’s Chief Legal Officer for more than eight years, during which time he was instrumental in helping to define the league’s brand in the global sports scene. Mr. Daly is Commissioner Bettman’s primary adviser on almost every issue that affects the League in his present position.
Negotiating and managing the League’s Collective Bargaining Agreements (CBA) with the NHL Players’ Association (NHLPA) and the NHL Officials’ Association are among his responsibilities (NHLOA). Mr. Daly was the League’s main negotiator in CBA talks with the NHLPA in 2004-05 and again in 2012-13. The NHL has enjoyed unparalleled competitive balance and record revenue growth, thanks in large part to the economic structure created and subsequently strengthened through collective bargaining, and has reached an all-time high in terms of the game’s health and popularity.
Mr. Daly is engaged with, and ultimately accountable for, almost all other aspects of the NHL’s business and operations, in addition to his ongoing supervision of the NHL Legal Department. Mr. Daly serves as the NHL’s primary contact and custodian with the international hockey community. He is in charge of the NHL’s involvement in all international hockey tournaments, such as the Olympics, the World Cup of Hockey, the NHL Premiere Series, and the IIHF World Hockey Championships. He was in charge of the NHL’s successful participation in the 1998, 2002, 2006, 2010, and 2014 Olympic Winter Games, brokering all of the required agreements with the International Ice Hockey Federation and the NHL Players’ Association to allow NHL players to compete in each of those tournaments.
Mr. Daly is also in charge of negotiating and administering the NHL’s Player Move Agreements with virtually all of the major European Ice Hockey Federations, which allow foreign players to transfer to North America and play in the NHL. Mr. Daly is also the League’s point person for interactions with the American Hockey League, the Canadian Hockey League, Hockey Canada, and USA Hockey, and is in charge of establishing and managing the required working arrangements.
Mr. Daly is in charge of the NHL/NHLPA Substance Abuse and Behavioral Health Program and represents the NHL on the Program Committee that oversees the League’s Performance Enhancing Substances Program.
