Devon Toews was born on February 21, 1994, in Abbotsford, Canada. He was born to parents Werner Toewsand Tammy Toe. He has a brother. He started playing youth hockey at Yale Hockey Academy when he was six years old. He also played one season with the Abbotsford Hawks Bantam A1 Hawks.

Devon Toews was selected to represent Team Canada West at the 2012 World Junior A Challenge in 2012 and had earned a silver medal. He was also a member of the BCHL First All-Star Team.
